PROJECT DESCRIPTION
This summative evaluation aims to assess the regional disaster preparedness (DP) programme in Rwanda, Uganda and Burundi (consisting of 4 results) implemented by Rwanda Red Cross Society (RRCS), Uganda Red Cross Society (URCS) and Burundi Red Cross Society (BRCS) with support from Belgian Red Cross-Flanders (BRC-Fl) according to the evaluation criteria of effec-tiveness, efficiency and sustainability.
Purpose (overall objective)
This end evaluation aims to assess the effectiveness and sustainability of the BRC-Fl supported regional disaster preparedness (DP) programme in Rwanda, Uganda and Burundi implemented by RRCS, URCS and BRCS. As part of the assessment of effectiveness, this evaluation will also validate the quality and results of the BRC-FL, RRCS, URCS and BRCS internal baseline and endline measurements, and document good practices for future programming and wider organisational learning.
Scope
This evaluation will cover Rwanda, Uganda and Burundi. The implementation period officially started in February 2017 and ended on April 3rd 2019, the evaluation will cover the entire implementation period. All funds were spent during this implementation period (a total of 4.135.950 euro).
SERVICES PROVIDED
- Provide an objective analysis on the overall design and methodology of the project in meeting the indicators and the achieving the specific objectives;
- Determine future project approaches in terms of community engagement, risk management interventions , policy advocacy, risk awareness and communication, MRCS organizational development and mandate;
- Ascertain key management requirements that may enhance the implementation of DRR projects in the context of human resources, systems and procedures of MRCS;
- Identify best practices and lessons learnt that will form the foundation for future innovative interventions towards the development of shock responsive social protection programs
The key objectives of this exercise are to:
- examine the extent to which the programme has achieved the intended results and indicator targets based on the validation of the BRC-FL, RRCS, URCS and BRCS internal baseline and endline measurements;
- evaluate the effectiveness, efficiency and sustainability of the programme;
- document good practices for future programming and wider organisational learning.
