PROJECT DESCRIPTION
The evaluation served both accountability and (internal) learning purposes.
For the European Commission Humanitarian Aid and Civil Protection (ECHO), the evaluation demonstrated to what extent the intervention has contributed to "strengthen capacities to cope with and respond to natural disasters".
The evaluation followed the OECD-DAC criteria: appropriateness, sustainability, connectedness, effectiveness, impact, coherence, coverage and efficiency.
SERVICES PROVIDED
- Provide an objective analysis on the overall design and methodology of the project in meeting the indicators and the achieving the specific objectives;
- Determine future project approaches in terms of community engagement, risk management interventions , policy advocacy, risk awareness and communication, MRCS organizational development and mandate;
- Ascertain key management requirements that may enhance the implementation of DRR projects in the context of human resources, systems and procedures of MRCS;
- Identify best practices and lessons learnt that will form the foundation for future innovative interventions towards the development of shock responsive social protection programs
