PROJECT DESCRIPTION

In light of the rapid deterioration of the security context in the Liptako-Gourma region of the Sahel, Denmark, through its Peace and Stabilization Program in Africa, has funded a two-year project (October 2019 to September 2021 ) implemented by Search for Common Ground and the West African Network for the Consolidation of Peace (WANEP) in the Sahel regions in Burkina Faso, Mopti and Gao in Mali and Tillabéri in Niger.

The objective of this project is to strengthen collaboration between the Defense and Security Forces (FDS), authorities and communities for stability and security in this border area. Targeting security forces, local and administrative authorities, media professionals, community leaders and community members, the intervention aims to improve the understanding that actors have of their rights, duties and responsibilities in matters of security and peace through capacity building. The project also aims to promote rapprochement and collaboration between actors in countries and across borders through a wide range of federative and inclusive activities, aimed at changing the perception that actors have of each other. and strengthen their relationships.

Objectives of the Baseline Study

  • To establish the baseline situation of the project from which the progress of the project will be monitored and its effectiveness evaluated over time. Specifically, it is about:
  • Describe the state of collaboration and trust between actors (FDS, administrative and local authorities and communities), at the national level but also across borders, on issues of security, stability and peace;
  • Identify the elements of connection and the opportunities for collaboration between the target actors of the project at the level of each country but also between countries;
  • Measure the level of project indicators at the start of the intervention;
  • Make recommendations to adjust the project's intervention strategy and Do No Harm.
SERVICES PROVIDED

The methodological approach of the study will use literature review and quantitative and qualitative research approaches. The firm or team of consultants selected will propose a methodology, specifying the questions and research methods, which will:

  • provide answers to the objectives specified above, explain the levels of the indicators obtained, and triangulate information and collect data from all stakeholders.
  • provide a report detailing the methodology for implementing the study. This methodology should show that the objectives of the study have been understood and should include the research questions, the research methods to be used, the data collection tools and the type of information they will collect, the fashion data collection procedure as well as the tools that will be used for data processing and analysis.
  • The study should cover the entire area where the project activities were carried out. It will take place at the level of the municipalities of the target regions of the project.
    • Burkina Faso: Sahel region (Oudalam and Soum);
    • Mali: regions of Mopti (Douantza) and Gao (Ansongo);
    • Niger: Tillabéri region (Terra and Tillaberi).

Deliverables

  • The evaluation launch report or Inception report;
  • The collection tools according to the different methods mentioned above;
  • Raw and uncluttered databases, electronic or on paper;
  • The final evaluation report in French and English in Search format;
  • A PowerPoint presentation of the main results of the study will be provided.

THE PROJECT WAS CUT SHORT BY COVID-19 AND THE FIELD RESEARCH WAS NOT CONDUCTED FOR THE SAME REASON.
